Introduction

The Iraqi civil war, which lasted from June 2014 to December 2017, was an armed conflict between the Islamic State of Iraq and Syria (ISIS) and the Iraqi government along with
its ally forces led by the United States. In August 2014, the US began its military intervention in Iraq through operations of airstrikes, provision of weapons, and training of local Iraqi security forces (BBC News). A month later, the US established “The Global Coalition Against Daesh” to lead the multilateral military campaign in Iraq and Syria to dismantle the ISIS caliphate (Napolitano, et al). As such, ISIS posed a global threat to the international system as it aimed to spread extremist Sunni Muslim ideology across the Middle East, and eventually create a global caliphate by means of violent terrorist attacks. Therefore it was highly important that the global actors including the US, arguably the superpower in the current international system, provide humanitarian assistance in defeating ISIS through multilateral cooperation to cease the global threat and achieve negative peace; the end of armed violence.

The US played a central role in successfully defeating ISIS primarily through military intervention by the end of 2017. Despite the visible success of the US military intervention in
Iraq, it still needs critical evaluation under just war theory, the human rights-based ethical theory used to evaluate the extent to which the use of military power was justifiable by considering the intentions and conducts of the states at the war. As armed conflicts inevitably result in great collateral damage, the reflection upon just war theory is crucial as it can identify specific aspects of the US military intervention that can be improved to make future interventions less unethical and damaging to civilians. Thus, this Extended Essay will focus on the US military intervention in the Iraq civil war and explore the question: “To what extent was the military intervention of the
United States during the Iraq civil war from 2014 to 2017 justifiable under just war theory?”
